  罗亚蒙教授提炼总结的基层执法“胶州经验”今年5月8日,罗亚蒙教授首次应邀到上海交通大学讲学,做了题为《城市管理综合执法的实践与思考》学术报告,并回答了广东省深圳市城市管理局副局长綦文生等提出的问题。近年来,各地党委、政府也认识到公安参与城市综合治理工作的重要性、必要性、迫切性,在实践中探索出城管局长兼任公安局副局长的“北京模式”、公安局在城管局设立城管公安分局的“淮安模式”、公安局在城管局设立城管警察支队的“西安模式”、公安局在城管局设立城管公安派出所的“扎兰屯模式”等等,都取得了一定良好成效。
